This is the 21st annual report on rare birds in the Netherlands to be published in Dutch Birding. This report comprises records from 2000 as well as belated and reconsidered records, dating back to 1951, which have been evaluated by the Dutch rarities committee, the Commissie Dwaalgasten Nederlandse Avifauna (CDNA). Several 2000 records are still under review or awaiting submission and could, therefore, not be included. In addition, several records for 1999 and earlier years are still under consideration for various reasons.

The information in van den Berg & Bosman (2001) overrules all annual reports by the CDNA up to and including the 1999 report (van der Vliet et al 2000). Data presented in this report, as well as future reports, in turn overrule the information in van den Berg & Bosman (2001). This report includes corrections of data presented for 1800-2000 in van den Berg & Bosman (1999, 2001). For records in 2000 and 2001, usually referred to as 'provisional additions' in van den Berg & Bosman (2001), one should consult the rarity reports by CDNA in Dutch Birding. As a consequence, the CDNA report should be followed when there is a difference in information between van den Berg & Bosman (2001) and this CDNA report for 2000. Details included for each accepted record are, if available: date(s); location and/or municipality(municipal divisions as on 1 January 2001); province; number of birds if more than one, plumage and sex; type of record if trapped, photographed, videoed, sound-recorded or found dead (and where specimen is stored); names of up to three observers involved in finding, identifying and recording, and relevant references in the literature, which normally include (inter)national and not regional journals, and published photographs. Records from 1999 lasting into 2000, which were already published in the 1999 report, are repeated here without references, for the sake of completeness. Observations not (yet) submitted mentioned in the 1999 report are not repeated in this report and the CDNA recommends to consult the 1999 report for these. Sequence of the records in the species accounts is from the current year backwards, with records within one year presented chronologically. A compilation of most of the birds videoed can be found in Plomp et al (2001). Numbers after each (sub)species' name refer to the total number of individuals 1 from 1 January 1800 to 31 December 1979, 2 since 1 January 1980 but excluding 3 the current year. Taxa marked with an asterisk * are new to the Dutch list.

On the same site, it is possible to see which records are currently under review, which were recently accepted and which were rejected.
Decisions regarding taxonomy have been delegated to the Dutch committee for avian systematics, the Commissie Systematiek Nederlandse Avifauna (CSNA) which on 1 January 2001 consisted of the following members: Arnoud B van den Berg, Cornelis J Hazevoet, C S (Kees) Roselaar, George Sangster (secretary) and Ronald Sluys.
The CDNA has decided to no longer consider records of Zitting Cisticola Cisticola juncidis from 1 January 2001 onwards. This species has become increasingly regular over the last 10 years and is (much) more often seen (or heard) than submitted. This report is the last in which this species is dealt with (apart from belated pre-2001 records).
In 2000, at least 359 species were recorded with two species new to the Dutch list: Lesser Kestrel Falco naumanni and Turkestan Shrike Lanius phoenicuroides. Further highlights were the second Eurasian Black Vulture Aegypius monachus, second Long-legged Buzzard Buteo rufinus, second Stilt Sandpiper Micropalama himantopus, second and third Isabelline Wheatear Oenanthe isabellina, second Spanish Sparrow Passer hispaniolensis, third Pygmy Cormorant Microcarbo pygmeus, third Black-winged Kite Elanus caeruleus, third Franklin's Gull Larus pipixcan, third Laughing Gull L atricilla, third and fourth Alpine Accentor Prunella collaris and fourth Grey-headed Woodpecker Picus canus. An important accepted pre-2000 record was the second Two-barred Warbler Phylloscopus plumbeitarsus in 1996.
Furthermore, the year 2000 saw record numbers of Greater Spotted Eagle Aquila clanga, Booted Eagle Hieraaetus pennatus, White-rumped Sandpiper Calidris fuscicollis, Alpine Swift Apus melba, Rufous-tailed Rock Thrush Monticola saxatilis, Greenish Warbler P trochiloides and Woodchat Shrike L senator. Also in 2000, the fourth consecutive successful breeding record of Eurasian Eagle Owl Bubo bubo was recorded (two young fledged). On the other hand, several taxa regularly recorded in previous years were not recorded at all or have not (yet) been submitted, such as Blue-winged Teal Anas discors, Little Crake Porzana parva and Citrine Wagtail Motacilla citreola.

Although already accepted for the Groningen part of the Lauwersmeer for the period 5 to 9 January 1999 (cf van der Vliet et al 2000), the bird had not previously been accepted for the Friesland part. It reportedly returned to the northern part of the Netherlands for its third consecutive winter in 1999/2000 (cf van den Berg & Bosman 2001) but this submission is still in circulation.

All records concern white-morph individuals. When the bird turned up in Friesland in February 2000, it became apparent that two individuals were involved. Contrary to popular belief among some Dutch goose watchers, Ross's Goose is still less common than Snow Goose A caerulescens in the Netherlands, although it may now be easier to catch up with.

After a review of all submitted records, only the above records remain accepted as Hutchins's Canada Goose (but the Workumerwaard bird had not been published before). Other previously accepted records (cf Wiegant et al 1996, 1998) therefore no longer remain accepted, mostly because a hybrid origin or identification as Intermediate Canada Goose B canadensis parvipes could not entirely be ruled out (Berlijn & CDNA in press). The (previously accepted) records that have been rejected after review are: 12 January 1992, Oudemirdum, Gaasterlân-Sleat, Friesland; 23-30 January 1994, Wonneburen and Piaam, Wûnseradiel, Friesland; 22 February 1996, Aijen, Bergen, Limburg (two); 12-13 May 1996, Workumerwaard, Nijefurd, Friesland; and 28-29 December 1996, Dirksland, Zuid-Holland (five).

Both records concern date extensions (cf van der Vliet et al 2000). For the 1998 record, only one bird had been accepted previously (van der Vliet et al 2000). This taxon is no longer considered since 1 January 1999.

Ring-necked Duck / Ringsnaveleend

The first record since 1997. The number of records has not increased in the past decade, despite the growing numbers of observers (cf van den Berg & Bosman 2001).

The report of a female irregularly seen and photographed off Harlingen, Friesland, from 29 September to 7 October, has not (yet) been submitted (cf van Dongen et al 2000c, cf van den Berg & Bosman 2001).

4 November to 30 December, Oosterend, Terschelling, Friesland, maximum of five, two adult males, two immature males, one female, videoed (A Ouwerkerk, M Berlijn, D J Moerbeek et al).
The first record of more than one individual and the first twitchable birds since 1982. They were present in a large flock of several 1000s of Common Scoters M nigra and 10s of Velvet Scoters M fusca. Previous records were in 1914, 1965, 1966, 1982 (two), 1987 and 1988. November seems to be the best month with five records concerning nine individuals.

The most regular Nearctic duck in the Netherlands, with 35 accepted records. Second in line is Blue-winged Teal A discors with 25 records (26 individuals) and third is Green-winged Teal A carolinensis with 23 records (24 individuals). Van Dongen et al (2000ab, 2001) mentioned at least 10 reports that have not (yet) been submitted.

This bird was wearing a small metal ring; the ring could not be read. Normally, this would be enough reason to reject the record. In this case, however, the CDNA decided to give this bird the benefit of the doubt because the type of ring could fit a wild bird ringed in North America and because Blue-winged Teal is the Nearctic duck species of which most ringing recoveries (10+) of genuine vagrants in Europe are known (cf Snow & Perrins 1998).

This species turns up mostly in spring. Before 1999, the only three autumn or winter records were in November 1965, January 1989 and November 1990. A report from Tienhoven, Utrecht, on 14 November has not (yet) been submitted (cf van Dongen et al 2001).

Bulwer's Petrel / Bulwers Stormvogel

Recently, it was decided to review the only record, on 21 August 1995 at Westplaat, Westvoorne, Zuid-Holland (Schaftenaar 1996) after the CDNA had received information suggesting that Swinhoe's Storm-petrel Oceandodroma monorhis had not been entirely ruled out. However, the record remains accepted.

The 1998 records take the total of that year's record influx to 52, of which 40 flew past Scheveningen between 29 October and 1 November. This species is no longer considered since 1 January 2000.

Pygmy Cormorant / Dwergaalscholver

6 May, Soerendonks Goor, Maarheeze, Noord-Brabant, and Ringselven, Budel-Dorplein, Cranendonck, Noord-Brabant, adult summer (R Verbraak, R G Bouwman, H Hendriks).
The two previous records were in 1999; all records could refer to the same individual. In December 2000-January 2001, a presumed first-winter was seen in the border region of Belgium and France (Capelle 2001).

Atlantic Great Cormorant / Grote Aalscholver

1995 19 November to 17 March 1996, Kralingse Plas, Rotterdam, Zuid-Holland (P G Schrijvershof, M Roos).
A returning bird from the previous winter. This individual was ringed in 1993 on St Margaret's Island, Pembroke, Wales. The long-staying, well-observed putative bird at Heel, Limburg (van den Berg et al 2000), has not been accepted (for reasons, see list of rejected records).

Squacco Heron / Ralreiger

The first record since 1996. However, this poor showing has been followed by several reports in 2001.

This concerns a date extension of a record previously accepted for 1-5 November only. This species is no longer considered since 1 January 1997.

Glossy Ibis / Zwarte Ibis

1995 3 May to 20 June, Eemshaven, Eemsmond, Groningen, photographed (A Boven, B-J Prak). 1982 17 October, Vrouwenbos, Beek, Limburg, adult (L G Linnartz, M Frederiks).
The 1995 record concerns a considerable date extension; previoulsy, it was accepted for 3 May only. This species is no longer considered since 1 January 2000. The CDNA still wellcomes reports before this date.

Black-winged Kite / Grijze Wouw

Previous records were on 31 May 1971 and 29-31 March 1998. This bird crossed the Dutch-German border several times. Unfortunately, the German Rarities committee has not (yet) received any details (Peter Barthel in litt).

Eurasian Griffon Vulture / Vale Gier

The bird spent the night on a camping for naturists near Schagen which resulted in the news not being released. Next day, it flew off and was shortly seen at Middenmeer before it disappeared. One report, on 6 July at Hengelo, Overijssel, is still under consideration, while several reports mentioned in van Dongen et al (2000b) have not (yet) been submitted (even including some individuals reputedly photographed).

The second record. The first was an adult female collected in October 1948 (de Reuver 1955). This was the most popular bird of 2000. The bird was discovered while eating a dead sheep but later it predated on gull chicks. During its stay it never perched in a tree and always stayed on the ground. This preference could very well account for the heavy wear of the remiges and rectrices, although the worn plumage does not exclude an origin from captivity.

Four records in the last two years is unprecedented; 1935 is the only other year with more than one individual. Three other reports in May have not (yet) been submitted (cf van Dongen et al 2000b).

Long-legged Buzzard / Arendbuizerd

Due to the larger size and wingspan compared with accompanying Common Buzzards B buteo, this record was accepted as referring to the nominate subspecies B r rufinus (cf Cramp & Simmons 1980, Forsman 1999). The first record was on 12 December 1905 (cf van IJzendoorn et al 1996).

The best year since 1907 when at least three birds were collected (cf van IJzendoorn et al 1996). A report from 17-18 November at Koedijk and Castricum, Noord-Holland, has recently been submitted. The CDNA follows Bakker (2001) who presented evidence to consider all accepted 2000 records as referring to different individuals.

In the previous report (van der Vliet al 2000), this bird was wrongly aged as first-winter (Dick Forsman in litt).

Disappointingly, no less than four reports in 1999 (cf van Dongen et al 1999, van der Vliet et al 2000) have never been submitted.

Ring-billed Gull / Ringsnavelmeeuw

Yet another winter for this true long-stayer. The 1999 sightings were already published in van der Vliet et al (2000) but note the date extension. Another report, on 21 November west of Eemshaven, Groningen, has not (yet) been submitted (cf van Dongen et al 2001). A bird seen on 8 January 1995 at Stevensweert, Maasbracht, Limburg, has been rejected after review (cf Evers et al 1996, Wiegant at al 1997). Fourth-year European Herring Gull L argentatus is an underestimated pitfall and, in this case, could not be ruled out safely (Justin Jansen in litt).

The discussion about the identification criteria continues and there are indications that separation from 'intermedius' Lesser Black-backed Gull L graellsii may be even more complicated than previously thought.

Records of Tengmalm's Owl outside their former breeding grounds in Drenthe (and in 1976 probably Noord-Brabant) are very rare and always concern birds found dead. This is the fourth such find, as well as the second record for Friesland. The three previous finds of dead birds were in 1975 at Farmsum, Groningen, in 1980 at Lelystad, Flevoland, and in 1993 at Zwolle, Overijssel.

The remaining six reports have not (yet) been submitted: 22 April, Zwolle, Overijssel; 11 May, Gerkesklooster, Friesland; 28 June, Harderwijk, Gelderland; 3 July, Almere, Flevoland; 3 July, Den Haag, Zuid-Holland; and 25 September, Leerdam, Utrecht. There are now 35 accepted records involving 36 birds. Only one individual (in October 1987) stayed for more than one day, all others were typically short-stayers.

After review, the previously accepted record of 12 May 1998 at Harderwijk, Gelderland (cf Wiegant et al 1999b), has been rejected because the CDNA currently requires good photographs and/or sound recordings for the evaluation of reports of this taxon. Descriptions are notoriously difficult to judge as most submissions of this taxon, even those that are accompanied by photographs, describe birds with grey in the neck or with a wrong call. Such birds are deemed unacceptable until more is known on the separation of Black-headed Wagtail from dark-headed Grey-headed Wagtails M thunbergi.

In many cases, observers do not bother to submit such records, assuming the chances for acceptance are slight.

The Boshoven bird was only the second to be trapped, ringed and submitted in the Netherlands (after one in September 1973); it concerns the same individual as the one erroneously mentioned for Budel, Noord-Brabant by van den Berg & Bosman (2001). More birds have reportedly been trapped in recent years but have never been submitted. The July 1999 record concerns another individual than the one already accepted for Zeeland (cf van der Vliet et al 2000). Several reports in 2000 mentioned by van Dongen et al (2000bc) have not (yet) been submitted. According to Justin Jansen (in litt), the record count during high tides at Saeftinghe, Zeeland, in 2000 was 13 birds (on 19 August), but none was submitted. Clearly, the number of accepted records by CDNA does no longer reflect the true number present in the Netherlands and, therefore, this species is no longer considered from 1 January 2001 onwards.

The 1992 record had formerly been accepted as referring to a singing individual (cf Wiegant et al 1994, van den Berg & Bosman 1999, 2001), while it was in fact never heard singing (Date Lutterop in litt). Two reports from 2000 at Schoorl, Noord-Holland, on 28 April and on Terschelling, Friesland, on 7 May, have not (yet) been submitted (cf van Dongen et al 2000b). In due time, all records will be reviewed to identify the subspecies involved (if possible). The recent report of a Moltoni's Warbler S c moltonii at Heist, West-Vlaanderen, Belgium, in May 2001 (De Smet 2001) adds weight to the opinion that at least three taxa (S c cantillans, S c albistriata and S c moltonii) could conceivably occur in the Netherlands (cf van den Berg & Bosman 2001). For future records, it is advisable to make sound-recordings of each bird, in order to evaluate reports more accurately.

Two-barred Warbler / Swinhoes Boszanger

This record had previously been accepted as referring to Arctic Warbler P borealis (cf Wiegant et al 1998). However, questions were raised following a note detailing the observation (van der Vliet & Ouwerkerk 1998) after which a thorough analysis revealed its true identity as Two-barred Warbler. The detailed background information leading to the reacceptation as Two-barred Warbler has recently been published (van der Vliet et al 2001).

The first record for the Netherlands, although all previous records of isabelline shrike L arenarius/isabellinus/phoenicuroides are currently under review to determine their specific identity (including a bird at Castricum, Noord-Holland, on 1-3 October 2000; cf Meininger et al 2000). In the field, the Vlieland/Texel bird was generally considered to be a Daurian Shrike L isabellinus but that was shortly before the publication of the paper by Worfolk (2000). With that paper at hand, this bird could in fact be identified rather straightforwardly as Turkestan Shrike, because of, among others, the head pattern and the contrast between upper- and underparts. It was found on 1 October on the western tip of Vlieland by a small party of birders returning to Texel, Noord-Holland, for the annual Dutch Birding bird week. The shrike was seen flying off towards Texel where, to the delight of many other birders, it was rediscovered the next day.

The best year for this species since 1957, followed by 1997 with six records. Van Dongen et al (2000b) mentioned two other reports for 2000: 22 May, Knardijk, Flevoland, and 3 June, Uithuizermeeden, Groningen. Remarkably, a ringed bird present at Heist, West-Vlaanderen, Belgium, from 25 August to 10 September (of which the ring was partially read) probably concerned the bird ringed in Castricum (cf Driessens 2000).

House Crow / Huiskraai

A report on 20-21 March, Schiermonnikoog, Friesland, has not (yet) been submitted (van Dongen et al 2000b). At Hoek van Holland, several birds were seen throughout the year but the exact (maximum) number is not clear. Although the birds were observed breeding in 1999 (Justin Jansen in litt), the outcome for that year remains unreported. 2000 was the third year with at least one young: in both 1997 and 1998 also one young was reared.

Rose-coloured Starling / Roze Spreeuw

A poor year. This species has been recorded nearly annually since 1979, with blank years in 1982 and 1987. Best years were 1998 (five) and 1999 (six) records (van den Berg & Bosman 2001, contra van der Vliet et al 2000). At least one report at Dijkgatsbos, Noord-Holland, on 5 June has not (yet) been submitted (van Dongen et al 2000b).

Spanish Sparrow / Spaanse Mus

The second record. The first record was also in May, in 1997. The 2000 bird was discovered by a big day team looking for Pied Wagtail Motacilla yarrellii, for which the site is a traditional breeding spot. This discovery gave their opponents the opportunity to level the Dutch big day record with 179 species (set in 1999), while the finders had to be satisfied with 178 species that day.

Two-barred Crossbill / Witbandkruisbek

For 2000, a report on 19 March at Ter Borg, Groningen, has not (yet) been submitted (van Dongen et al 2000b).

The 1987 record was lost in the mail but international cooperation, so characteristic for the birding community, resulted in a resubmission of the record. 2000 proved to be a poor year. However, a report on 15 September at Vlieland, Friesland, is still in circulation while four other reports have not (yet) been submitted (cf van Dongen et al 2000c). Since 1980 there were only three blank years: 1981, 1985 and 1991.
